The head of BFU Borislav Mihaylov celebrated in Singapore the beginning of 2011 in the company of Kotse Mazza and the boss of the black lotto Dan Tan. Two weeks later, Mihaylov signed a contract with a company controlled by Dan Tan for the match Bulgaria – Estonia /2:2/. The match was investigated and annulled. Then FIFA came to the conclusion that there were no officials from the federations of Bulgaria and Estonia involved in the scandal, and they were misled by a criminal group. But Mihaylov’s documented closeness to Dan Tan returns the tape to a different interpretation of events.
The match in Antalya between Bulgaria and Estonia was held on 9 February 2011 in Antalya and ended 2:2 after four penalties. At least $6.9 million was at least $6.9 million at Asian bookmakers.
After the match, a scandal erupted and a FIFA investigation began, but it subsided three months later with the conclusion that no officials were involved. FIFA did cancel the outcome of the match and admitted that it was organized for profit from betting, not for sporting reasons. The arbitrators and proxies of the Footi International Media agency, which organized the event, were blamed. There were no penalties for the two football powers.
However, this match triggered a large-scale Europol investigation into rigged matches in several countries. The investigation, known as “Operation Veto“, found over 380 scheduled matches in various European championships and even qualifiers for the World Cup. Investigative teams in Italy, Greece, Finland and Hungary were involved. Main informant for “Operation Veto” became the Singaporean Wilson Raj Perumal, who was arrested in Finland, and then served a sentence in Hungary.
Bulgaria in a trade union for international match fixing
Perumal has revealed the Singapore soccer mafia and named Dan Seet Eng as the main organizer of the rigged matches and betting. According to Perumal, he also organized the Bulgaria-Estonia match through the company “Footi International Media”, registered in the name of strawmen.
In front of the Finnish police, Perumal drew a scheme of the “International Match Fixing Syndicate”, which was attended by Bulgaria, Hungary, Slovakia, Slovenia and Singapore. It is pointed out that the Bulgarian partners will receive a percentage of the profits even if they are not directly involved. There is also a direct connection between the Bulgarian and Singaporean partners, which is not the case with the Hungarian, Slovenian and Slovak partners.
It is not known that this scheme has been investigated in Bulgaria, where everything ends with the indulgence received by FIFA. It has not been officially announced who are the Bulgarian partners who have a special status in the trade union for settling international matches. It is known, however, that investigators from “Operation Veto” have shown lively interest in the scandalous Bulgarian businessman Kostadin Hadjiivanov, nicknamed Kotse Matza, and have declared him wanted in order to be questioned.

In 2015, Singaporean journalist Zaihan Mohammed Yusuf posted photos on the Facebook account of Dan Tan’s third wife, of which Kotse Mazza posed with the Singaporean boss in front of a statue of Frankenstein.
FIFA black lottery specialist Terry Steens said Kotse Maza and Dan Tan had been identified in 2012 in the investigation by Italian police and Europol. “The connection between Dan and Kostadin is documented in police evidence in Italy, Finland and Greece. Europol also investigated Kostadin. The photo showing Kostadin and Dan together cements the bond between them.”
The BRRD contacted his colleague Zaihan Yusuf, who said that according to his data, Dan Tan had served a sentence in Singapore, now at large, but refused to communicate with the media. Wilson Raj Perumal has also served his sentence in Hungary and has been free since March this year, Yusuf said.

The fact is that two weeks after celebrating with Dan Tan and Kotse Maca, Borislav Mihaylov signed the contract for the match Bulgaria – Estonia with the company “Footi International Media”. The BRRD has a copy of the contract. It can be seen that the signature of the representative of “Footi Media” Blap Jonsen is machine-generated, but Mihaylov’s signature is handwritten.
According to FIFA specialist Chris Eaton, behind the name Blap Jonsen stands Anthony Santia Raj, Perumal’s partner.
The photo in Marina Bay Sands cements the relationship between the boss of the black lottery Dan Tan and the acting head of the European football federation Borislav Mihaylov.
We met Borislav Mihaylov at the exit of the VIP terminal of Sofia Airport, where he arrived on May 29 in the evening with a private flight from Paris. Mihaylov saw the photo and visibly darkened, then refused to answer the question how long he had known Dan Tan and pushed our reporter. Then Mihaylov was also contacted at the number on which his name appears in Viber. He read the messages asking for an interview, but did not respond to them.
After the Bulgaria-Estonia match, Borislav Mihaylov gave an interview for TV7, in which he said the following:
“We are constantly receiving invitations to matches from agents from companies. This is the first time we have received it from this company. We also sent a letter to the Estonian Federation to see if they had received an invitation as well. We have not checked the company in question “Footi Media”, we do not know if there are offshore companies behind them and such things. A four-party contract was signed by us, Estonia, this company and FIFA agent. The agent represents the company, he guarantees them, he guarantees the match. His name is Vyacheslav Protsenko – Moscow (Russia). An agent is required in order to have a meeting. A normal match and a normal organization.”
If Mihaylov’s words are correct, the party in Singapore in a family format with Dan Tan should be an unseen accident in nature, as it is Dan Tan who is behind the “Footi Media” in question.
Our media has also made efforts to find Kotse Matsa, who has been reported in the media that he has been seen in recent years in Bulgaria and Greece. Unfortunately, we were unable to contact him for comment.
Who is Kotse Matza?
The presence of Kotse Matza in photos with Dan Tan points to a reasonable assumption that he is among the so-called. “Bulgarian partners” in the Singapore syndicate for the Black Lottery, which was reported to the Perumal police.
The president of Belasitsa football club Konstantin Hadjiivanov is among the emblems of corruption and crime in Bulgarian football. In December 2008, he was sentenced in the German city of Augsburg to two years on probation and a fine of 120,000 euros for illegal cigarette trafficking.
Hadjiivanov was convicted in less than three months after being extradited to Germany from Greece. Authorities in our southern neighbor detained him in connection with a European arrest warrant at the Promachonas border crossing. Insiders say that Hadjiivanov was then in the company of a DPS MP who tried to identify himself with a diplomatic passport or a parliamentary card, but the Greek police told him that they were not interested in him and “showed him the way”.
Kotse Mazza is considered a major factor in organizing “black” toto and “fixing” matches. Today, no one seems to be looking for him, despite the interest in him 10 years ago from Europol and Interpol. Sources of BIRD.BG say that Hadjiivanov appears regularly in Thessaloniki, where he is seen in the company of Ventsi Stefanov, the associated with Mladen Mihalev – Maggio boss of Slavia. The latter also owned properties in the region of Halkidiki and often visited.
Our investigation found that Kostadin Hadjiivanov still maintains an active business in Singapore. There his partners are emblematic for Bulgarian football persons who will be mentioned in the sequel.
