The Chairman of the Supreme Administrative Court (SAC) – Judge Georgi Cholakov has paid more than BGN 10,000 for the “good offer
” for the pool house in Pchelin. In addition to the property, he paid in cash “fifteen or twenty thousand leva” for “sofas and tapestries” of the former owner. At that time, payments over BGN 10,000. cash is already prohibited by law. The sellers have business relations with the “amphetamine widow” Iskra Georgieva Genkova-Kapanoglu. Its companies have serious litigation over water use, which is resolved in the Supreme Administrative Court, where Cholakov was then Supreme Judge.
As BIRD revealed, the current head of the Supreme Administrative Court managed to acquire
a house with a mineral pool in the picturesque resort village of Pchelin for the symbolic price of BGN 10,000. According to experts, only the construction of the pool or the fence of the property costs more.
The deal was confessed on 18.02.2016. Georgi Cholakov buys a guest house with a swimming pool with hot mineral water from the company “Eco Club
” Ltd. The BIRD.BG team examined the deal carefully and found that Cholakov bought a plot of land with an area of 790 sq. m. , residential building with an area under document 0.000 sq. m. and an outbuilding with an area of 0.000 sq. m. ! But according to the cadastre, the area of the landed property is 828 square meters.
Such financial parameters justify the hypothesis that the transaction is simulated – it was confessed at a value close to the tax assessment, but in fact Cholakov paid the remainder to the real price in cash. Since the seller is a merchant, this is a commercial transaction and its professing at this price, provided that the real one is higher, has harmed the budget.
Of course, there is a second hypothesis that just the house is a gift or consideration for a favor that the judge has done to someone for something. All this raises suspicions that the acquisition of the property is part of some kind of corruption scheme.
Who sells with a “good offer”?
Even more curious are Cholakov’s counterparties to this dubious deal. Until 18.12.2008 the owner of the plot with the buildings in the village of Pchelin is Andrey Asenov Georgiev. It is related to another project for “
” in Batak, also with a canceled contract for EU funding from the SFA.

” Ltd. The company was registered 6 days earlier on 12.12.2008 by the partners Nadia Valentinova Decheva (née Zaparenkova) and Rumyana Ilieva Decheva. The company had a project for “
” in the village of Pchelin worth 264 642 BGN, she also had a contract with a subsidy confirmed by the SFA with European funding, which was subsequently canceled. In just over 7 years (on 18.02.2016) “Eco Club

Rumyana Ilieva Decheva (born 1948) is the mother-in-law of Nadia Valentinova Decheva
and mother of Stefan Simeonov Dechev
. The latter is related to 7 companies, two of them are registered with deliveries under the RDP.
Stefan Simeonov Dechev is the sole owner of “Yoan Zlatoustiy”
” Ltd. The company has activities under NACE.BG campsites, incl. caravan seats. The company’s email in the Commercial Register matches an email given to a contact on a Camping Ecoclub Varna, with registration as accommodation – Camping “Eco Club” in Asparuhovo, Varna. The company is present in the database as a complainant in administrative cases against acts of the mayor of Bansko, but spares them without success.
Before the deal with Georgi Cholakov, The partner in “Eco Club” Ltd Rumyana Decheva is in the management of three affiliated hospitals: “Specialized Rehabilitation Hospital – Banya” JSC, “Specialized Rehabilitation Hospital – Bankya” JSC, “Specialized Hospital for Rehabilitation – Sapareva Banya” AD.

“Uncle George saved me”
Contacted by phone, Stefan Dechev declares himself as the real owner of Eco Club, who was engaged in the house and its sale. He called Judge Cholakov “Uncle Gosho” and said that they were distant relatives, but could not remember on what line. According to him, the price of 10,000 leva. It was fair for the property, and “Uncle Gosho” saved him from “a swamp”.
According to him, “The Swamp” is an unsuccessful business project with guest houses, which, despite the European funding won for the construction of an entirely new house in a neighboring property, turned out to be unprofitable because European money was not enough for quality furniture. That is why the company renounced the subsidy under the RDP.
The BFRD asked questions to the SFA about this particular project, but we are still waiting for the documentation to fully clarify the case with EU funding: whether it is for the existing guest house sold to Cholakov or for a new house in another plot.
Dechev developed the thesis that he sold Cholakov almost some conciliation – a “barn”, although photos in guest house sites show that the property is neat and well equipped with a swimming pool, barbecue and maintained yard.
From his words it became clear that the site worked illegally because it was not registered as a guest house at all. The house is also not found on the balance sheets of the company “Eco Club”, which has sold the property.
More curious was Dechev’s explanation that he had received cash from “Uncle Gosho” for the furniture in the house, for the “sofas”, “paintings” and “tapestries”, and the amount perfectly suited him. He declined to say exactly how much he had taken by hand for the furniture.
Judge Cholakov, however, named by phone a more specific amount: BGN 15 – 20,000 paid under an oral contract of Dechev, not the company, for the furniture. Asked if this was in violation of the Law on Limitation of Cash Payments, which since the end of 2015 has been setting a threshold of BGN 10,000. For cash payments, Cholakov changed the version with 10 – 15,000 leva, and finally said that he does not remember exactly how much he paid.
BRRD carefully examined the property declarations of Judge Cholakov, who in 2016 was Supreme Court Judge. For 2015, he has declared only income outside the position: BGN 9,936 + BGN 588.
It is logical that in February 2016 with this money he could cover the deal for the house. So also the price of 10 000 BGN. For the property there is an explanation. Cholakov could not prove the origin of a larger amount, as by the end of 2015 he had declared zero deposits and zero cash.
The house in Pchelin was declared in 2017 to the Inspectorate. There is also the origin of these 10,000 leva: “PS under a preliminary contract for the sale of real estate in the town of Plovdiv. Nesebar.” However, such a sale is not found in Cholakov’s property declaration. Only in 2020 in his property lot it is seen that he has sold a property in Nessebar.
Transmission of amounts in cash over BGN 10,000 It is not mandatory to declare movable property and there is no trace of the payment for the furniture in Cholakov’s declaration. However, the question of the origin of this money in cash remains open.
It is also clear that Cholakov and Dechev have violated the Law on Limitation of Cash Payments , which explicitly states that since the beginning of 2016 amounts over BGN 10,000 have been used in 2016. They have to go by bank transfer.
Regarding the business relations with “Amphetamine Widow”, Stefan Dechev said that Iskra Genkova is known to his mother “from the neighborhood” and since his mother is an accountant who worked in the tourism industry, she has entered the management of hospitals for rehabilitation. Dechev said that neither he nor his relatives were aware of what Yavus Kapanoglu was doing.
“The Amphetamine Widow” in “The Judgment of Miracles”
Two of the hospitals associated with Genkova-Kapanoglu – in the town of Kapanoglu. Bankya and the village of Banya have cases in the Supreme Administrative Court, a BRRD probe found.

“Specialized Hospital for Rehabilitation – Banya” AD leads case 58/2014 (returned for reconsideration) and case 15714/2014
on 10.12.2015. Both cases are actually on the same case – water abstraction from mineral waters. The legal representative of the hospital is a lawyer Milanov.
Georgi Cholakov is not in the judicial panels in these cases (apparently he has learned his lesson from the case with his brother’s boss), but he has been a judge at the Supreme Administrative Court since 01.03.2012 and head of a department since 01.07.2013, before becoming president of the court.
Is the acquisition of the record-cheap property associated with an impact on these court cases? This question must be answered by a possible inspection of the Inspectorate, but as it became clear, there is no reason to initiate proceedings. According to court inspectors contacted by colleagues from Sega newspaper, Cholakov’s deal is not embarrassing and has been duly declared.
From this property story it becomes clear that Cholakov, who persistently fails (or does not want) to impose the rule of European law in the Supreme Administrative Court, is far more talented in concluding lucrative deals with real estate and movable property. And if in the end a miracle happens and the President of the Supreme Administrative Court is removed from the SJC, he can shift from the administration of justice to the trade in real estate and furniture.
