The Chairman of the Supreme Administrative Court (SAC) – Judge <\/span>Georgi Cholakov<\/b> has paid more than BGN 10,000<\/span> for the “good offer<\/span><\/p>\n

<\/a>” for the pool house in Pchelin. <\/span> In addition to the property, he paid in cash “fifteen or twenty thousand leva” for “sofas and tapestries” of the former owner. At that time, payments over BGN 10,000. cash is already prohibited by law. The sellers have business relations with the “amphetamine widow<\/b>” Iskra Georgieva Genkova-Kapanoglu. Its companies have serious litigation over water use, which is resolved in the Supreme Administrative Court, where Cholakov was then Supreme Judge.<\/span><\/p>\n

As BIRD revealed, the current head of the Supreme Administrative Court managed <\/span> to acquire<\/span><\/p>\n

<\/a> a house with a mineral pool in the picturesque resort village of Pchelin for the symbolic price of BGN 10,000. According to experts, only the construction of the pool or the fence of the property costs more. <\/span> <\/p>\n

The deal was confessed on 18.02.2016. <\/span> Georgi Cholakov<\/b> buys <\/span> a guest house with a swimming pool with hot mineral water <\/b>from the company “<\/span>Eco Club<\/b><\/p>\n

<\/a>” Ltd. The BIRD.BG team examined the deal carefully and found that <\/span>Cholakov<\/b> bought a plot of land with an area of <\/span>790 sq. m.<\/b> , residential building with an area under document <\/span>0.000 sq. m.<\/b> and an outbuilding with an area of <\/span>0.000 sq. m.<\/b> ! But according to the cadastre, the area of the landed property is <\/span>828 square meters. <\/b> <\/p>\n

Such financial parameters justify the hypothesis that the transaction is simulated \u2013 it was confessed at a value close to the tax assessment, but in fact Cholakov paid the remainder to the real price in cash. Since the seller is a merchant, this is a commercial transaction and its professing at this price, provided that the real one is higher, has harmed the budget. <\/span><\/p>\n

Of course, there is a second hypothesis that just the house is a gift or consideration for a favor that the judge has done to someone for something. All this raises suspicions that the acquisition of the property is part of some kind of corruption scheme.<\/span><\/p>\n

Who sells with a “good offer”?<\/h2>\n

Even more curious are Cholakov’s counterparties to this dubious deal. Until 18.12.2008 the owner of the plot with the buildings in the village of Pchelin is<\/span> Andrey Asenov Georgiev<\/span><\/a>. It is related to another project for “<\/span>
\n guest house<\/span>
\n<\/a>” in Batak, also with a canceled contract for EU funding from the SFA.<\/span><\/p>\n

On 18.12.2008 the plot with the buildings, which on paper have zero area, was acquired by Eco<\/span> Club<\/b><\/p>\n

<\/a>” Ltd. The company was registered 6 days earlier on 12.12.2008 by the partners<\/span> Nadia Valentinova<\/span><\/a> Decheva (n\u00e9e Zaparenkova) and<\/span> Rumyana Ilieva Decheva<\/span><\/a>. The company had a project for “<\/span>
\n guest house<\/b>
\n<\/a>” in the village of Pchelin worth <\/span>264 642 BGN<\/b>, she also had a contract with a subsidy confirmed by the SFA with European funding, which was subsequently canceled. In just over 7 years (on 18.02.2016) “<\/span>Eco Club<\/b><\/p>\n

<\/a> Ltd. sells the property to <\/span>Georgi Cholakov<\/b>.<\/span><\/p>\n

Rumyana Ilieva<\/b> Decheva (born 1948) is the mother-in-law <\/span> of Nadia Valentinova Decheva<\/span><\/p>\n

<\/a> and mother of <\/span>Stefan Simeonov Dechev<\/span><\/p>\n

<\/a>. The latter is related to<\/span> 7 companies, two of them are registered with deliveries under the RDP. <\/span><\/p>\n

Stefan Simeonov Dechev<\/b> is the sole owner of<\/span> “Yoan Zlatoustiy”<\/span><\/p>\n

<\/a>” Ltd. The company has activities under NACE.BG campsites, incl. caravan seats. The company’s email in the Commercial Register matches an email given to a contact on a<\/span> Camping Ecoclub Varna<\/span><\/a>, with<\/span> registration<\/span><\/a> as accommodation – <\/span>Camping “Eco Club”<\/b> in Asparuhovo, Varna. The company is present in the database as a complainant in administrative cases against acts of the mayor of Bansko, but spares them without success. <\/span><\/p>\n

Before the deal with <\/span>Georgi Cholakov,<\/b> The partner in “<\/span>Eco Club<\/b><\/a>” Ltd <\/span>Rumyana Decheva <\/b>is in the management of three affiliated hospitals: “<\/span>Specialized Rehabilitation Hospital – Banya<\/span><\/a>” JSC, “<\/span>Specialized Rehabilitation Hospital – Bankya<\/span><\/a>” JSC, “<\/span>Specialized Hospital for Rehabilitation – Sapareva Banya<\/span><\/a>” AD. <\/span><\/p>\n

In the ownership and in the Board of Directors of rehabilitation hospitals participate the well-known by the criminal records <\/span>Iskra Georgieva<\/b><\/p>\n

<\/a> Genkova-Kapanoglu –<\/span> “amphetamine widow<\/b>” of the brutally <\/span>murdered<\/span><\/p>\n

At that time, operatives also made contact with the shooting of <\/span>Ivo Markov-Sijima<\/b>. The two are related. They were killed in less than 24 hours. This raises suspicions that cocaine trafficking was the cause of the killings. <\/span>

“Uncle George saved me”<\/h2>\n

Contacted by phone, Stefan Dechev declares himself as the real owner of Eco Club, who was engaged in the house and its sale. He called Judge Cholakov “Uncle Gosho” and said that they were distant relatives, but could not remember on what line. According to him, the price of 10,000 leva. It was fair for the property, and “Uncle Gosho” saved him from “a swamp”.<\/p>\n

According to him, “The Swamp” is an unsuccessful business project with guest houses, which, despite the European funding won for the construction of an entirely new house in a neighboring property, turned out to be unprofitable because European money was not enough for quality furniture. That is why the company renounced the subsidy under the RDP.<\/p>\n

The BFRD asked questions to the SFA about this particular project, but we are still waiting for the documentation to fully clarify the case with EU funding: whether it is for the existing guest house sold to Cholakov or for a new house in another plot.<\/p>\n

Dechev developed the thesis that he sold Cholakov almost some conciliation – a “barn”, although photos in guest house sites show that the property is neat and well equipped with a swimming pool, barbecue and maintained yard.<\/p>\n

From his words it became clear that the site worked illegally because it was not registered as a guest house at all. The house is also not found on the balance sheets of the company “Eco Club”, which has sold the property.<\/p>\n
