On Friday evening, after 5 p.m., a record of an event for the registration of circumstances disappeared<\/strong> in the public register Bulstat, maintained by the Registry Agency. This should not be possible according to the design of the ledger, in which each recorded event has a unique timestamp like in a blockchain. But this is exactly what happened in the batch of a non-random consortium executing a public procurement for information security of the Ministry of Interior for 25 million euros. with money from the Recovery Plan. <\/span><\/p>\n

What happened? On 12.06.2023, a company from the Kingdom appears in the register <\/span>Bhutan<\/a><\/span>, located in South Asia (between China and India)<\/span>. \u0422\u044f \u0437\u0430\u043c\u0435\u043d\u044f \u0435\u0434\u043d\u0430 \u043e\u0442 \u0431\u044a\u043b\u0433\u0430\u0440\u0441\u043a\u0438\u0442\u0435 \u0444\u0438\u0440\u043c\u0438 \u0432 \u0441\u043f\u0435\u0446\u0438\u0430\u043b\u043d\u043e \u0441\u044a\u0437\u0434\u0430\u0434\u0435\u043d\u043e \u043f\u0440\u0435\u0434\u0438 \u0442\u043e\u0432\u0430 \u0434\u0440\u0443\u0436\u0435\u0441\u0442\u0432\u043e (\u0414\u0417\u0417\u0414) \u0437\u0430 \u0443\u0447\u0430\u0441\u0442\u0438\u0435 \u0432 \u043e\u0431\u0449\u0435\u0441\u0442\u0432\u0435\u043d\u0430 \u043f\u043e\u0440\u044a\u0447\u043a\u0430 \u043d\u0430 \u041c\u0412\u0420. <\/span><\/p>\n

Participants in the establishment of “<\/span>Consortium TELESEC”<\/a><\/b> DZZD on 04.10.2022 are the Bulgarian companies: “<\/span>Telelink Business Services<\/a><\/span>” EAD with a share of 62% and “<\/span>Sectron<\/a><\/span>” Ltd. with a share of 38%. The two companies in the consortium are duly described during their participation in the public procurement with a number <\/span>00752-2022-0036<\/a><\/span>. \u041a\u043e\u043d\u0441\u043e\u0440\u0446\u0438\u0443\u043c\u044a\u0442 \u0435 \u043e\u0431\u044f\u0432\u0435\u043d \u0437\u0430 \u0441\u043f\u0435\u0447\u0435\u043b\u0438\u043b \u043f\u043e\u0440\u044a\u0447\u043a\u0430\u0442\u0430 \u0438 \u0434\u043e\u0433\u043e\u0432\u043e\u0440\u044a\u0442 \u0435 \u0441\u043a\u043b\u044e\u0447\u0435\u043d \u043d\u0430 28.02.2023 \u0433. <\/span><\/p>\n

The order<\/a><\/span> for <\/span>BGN 25,208,192.<\/b> is for the “Construction of a National Intelligent Security System” of the Ministry of Interior. The funding is with <\/span>100% European funds<\/b> under a <\/span>project<\/a><\/span> under the Recovery and Resilience Plan (RRP) of Bulgaria.<\/span> On 12.06.2023, instead of the Bulgarian company, another legal entity “Telelink Business Services<\/b>“, Bhutan<\/b>, was registered<\/span>, and the Bulgarian “<\/span>Telelink Business Services<\/a><\/span>” EAD was deleted.<\/span><\/p>\n

BIRD sent questions to the Registry Agency and received an answer that when introducing a change in the address of the consortium, a technical error occurred and the Bulgarian company was registered as Bhutanese company. Here is the first problem, because the Bulgarian company has a UIC, but the Bhutanese one does not. Obviously, there are no mandatory controls in the Bulstat register when entering companies with an identical name.<\/p>\n

Erase the mistake! And do they delete even when it is not a mistake? <\/span><\/h2>\n

After the admission of the mistake on Friday evening, changes began in the register to correct the blunder, which should not have been possible. The erroneous record was simply deleted. The question arises: is it possible to do this and has it happened with other recordings in which there is no technical error?<\/p>\n

It has come to the point of absurdity<\/strong>, it isalso a bottom and the same company<\/strong> to be seen as a partner in DZZD with different percentages<\/strong>:<\/p>\n

The solution to restore confidence in this important register is obvious: If an error is detected, it is right that the wrong record remains, and a new entry with correction is initiated, in which there is an official decision of the AV, duly signed. The system itself should not allow friction. This is the case, for example, in the Commercial Register. The possibility of deletion undermines confidence in the predictability and sustainability of the State Register institution. And we have to learn from mistakes! Another urgent change is the registration of DZZD, through which billions of public procurements pass, to be moved to the Commercial Register. The current situation is opaque and, as we have seen, easily manipulated.<\/p>\n

One thing in mind for Schengen: The security of the Ministry of Interior is in the hands of a man from “that photo” of the yacht with the Doctor<\/span><\/h2>\n

The Chief Secretary of the Ministry of Interior at that time was General <\/span>Boyko Borisov <\/b>(2001 \u2013 2005), who would later enter politics and become successively mayor of Sofia, leader of GERB, Prime Minister with three incomplete mandates, and deputy in the current 49th National Assembly. It is Borisov who is credited with blowing up the information about the photo. <\/span><\/p>\n

“Intelligent Security System” of the Ministry of Interior<\/span><\/h2>\n

The public procurement of the Ministry of Interior with a unique number <\/span>00752-2022-0036<\/a><\/span> was announced on 09.09.2022, during the next caretaker government appointed by President <\/span>Rumen Radev<\/b>. \u0422\u044f \u0435 \u0437\u0430 \u201c\u0438\u0437\u0433\u0440\u0430\u0436\u0434\u0430\u043d\u0435 \u043d\u0430 \u041d\u0430\u0446\u0438\u043e\u043d\u0430\u043b\u043d\u0430 <\/span>intelligent security system<\/b>, by upgrading the Integrated Automated Security System of the Ministry of Interior. The order is for <\/span>25 208 192 BGN<\/b>, and the funding is <\/span>with 100% European funds<\/b> under the <\/span>project<\/a><\/span> under the Recovery Plan. When submitting the documents for participation in the public procurement, the partners in “<\/span>Consortium TELESEC”<\/a><\/b> DZZD are the two Bulgarian companies “<\/span>Telelink Business Services<\/a><\/span>” and “<\/span>Sectron<\/a><\/span>“. The consortium was declared the winner of the contract and the contract was signed on 28.02.2023. <\/span>Ivan Demerdzhiev<\/b>, appointed by President <\/span>Rumen Radev,<\/b> signs the contract.<\/span><\/p>\n
