Within a few days in May 2021, Kiril Petkov<\/strong> transferred to Martin Dragulev<\/strong> his participation in four companies, two foundations and the “Let’s Save Coral<\/a>” association in order to become a caretaker minister without being in a situation of conflict of interest. All documents are submitted with the electronic signature of Lena Borislavova. Everywhere you can find redactions of documents with her initials, as well as “assembled” documents with the signatures of Petkov, Dragulev and even Nikolay Denkov and Asen Vassilev<\/strong>. In addition to Borislavova, the authors of the “assemblies” are the initials and names of the lawyers Nikola Minchev, Krasimir Stefanov and Rusalena Angelova<\/strong>, who were then working in the same law firm. <\/p>\n<\/div>\n

We undertook this investigation after Bivol’s<\/a> revelation that there were falsified documents in the account of the association “Let’s Save Coral<\/a>“. We examined in detail more than 60 documents, all submitted to the Registry Agency with the electronic signature of Lena Borislavova at the beginning of May 2021.<\/a> <\/p>\n

Forged signatures?<\/span><\/h2>\n

The “assembled” PDF files contain the signatures of the managers and owners, which are imported as pictures – sometimes more skillfully, sometimes very crudely. This is not a problem if it is done according to the will and with the consent of the persons who have to sign the documents. However, it is a problem if it is done against their will. <\/p>\n<\/div>\n

Obviously, this is the case with the signature of Atanas Rusev, manager of the association “Let’s Save Coral<\/a>“. He claims that he does not know Lena Borislavova, he has not given a power of attorney to dispose of the association and has not signed the documents for the removal of Kiril Petkov<\/strong> from the Board of Directors and the introduction of Martin Dragulev<\/a><\/strong> in his place. His signatures were copied from his specimen and embedded as pictures in the documents. <\/p>\n

But in one of the documents, the signature and spelling of Atanas Rusev’s name were not copied from the specimen, but were visibly forged.<\/p>\n

And this is not the only case in which there are suspicions of a forged signature. The signature of Kiril Petkov’s successor – Martin Dragulev, is present in a large number of documents as a copy of a specimen, but in some of the documents there is a picture of a signature, which is obviously different. <\/p>\n<\/div>\n

Who are the authors?<\/span><\/h2>\n

The key document in the set for changing circumstances in the account of the association “Let’s Save Coral”, as well as in the accounts of all other companies and foundations, is the attorney’s power of attorney, which authorizes Lena Borislavova to make the entry.<\/p>\n<\/div>\n

All of Borislavova’s powers of attorney for all companies and foundations bear the authorizer’s signatures, are made in MS Word 365 and the initials KNS are visible as the author in the metadata.<\/p>\n

We are talking about Krasimir Nedev Stefanov<\/strong>, a lawyer<\/a> from the Veliko Tarnovo Bar Association, who worked in the same law firm as Lena Borislavova<\/strong> until last year, and is now a lawyer at PWC, according to his page on the professional social network LinkedIn<\/a>.<\/p>\n

In other documents, Stefanov’s name in the metadata is written Krassimir N. Stephanov. BIRD sent Stefanov questions by e-mail whether he had prepared these documents or provided copies to someone else, as well as whether he was being questioned in the case led by the Sofia Regional Prosecutor’s Office. There was no response, but shortly after sending the message, Stefanov suddenly closed access to his profile on the social network Facebook. <\/p>\n

In one of his Facebook posts, Krasimir Stefanov seems to be ironic about the electric cars<\/strong><\/a> presented by Kiril Petkov as Made in BG shortly after he became Minister of Economy.<\/p>\n

As Bivol noted, one of the documents of the association also shows the initials of Nikola Minchev<\/a>. More specifically, we are talking about a Declaration under Art. 13, para. 4 of \u0417\u0422\u0420.pdf by which the manager of the legal entity certifies the truth of the entered circumstances and declares that he is aware of the criminal liability if they turn out to be false. In this declaration there is a signed signature of Atanas Rusev, which is the same as from the power of attorney for Lena Borislavova.<\/p>\n

In addition, all declarations under Art. 13 par. 4 of all inspected companies, as well as one of the foundations, bear the signature of Nikola G. Minchev and are signed with assembled pictures of Martin Dragulev’s signatures.<\/span><\/p>\n

The metadata of four documents contains the email and initials of Rusalena Angelova, who until 2022 was a lawyer registered with the Bar Association in Sliven. However, she did not work on the set of documents of the association “Let’s Save Coral”, but on the documents of the companies. <\/p>\n

The signature of the future Prime Minister Nikolay Denkov, who participates in a foundation together with Kiril Petkov and has to leave it in order to become a minister in Radev’s caretaker government, has also been assembled. This set of documents was also submitted by Lena Borislavova. <\/p>\n

Kiril Petkov’s signature is even pasted in the template of the declaration under Art. 129, para. 2 of the Commerce Act, prepared by the Registry Officer Tatyana Raycheva – Georgieva. After that, the declaration with the signature of a picture was uploaded to the account of the company “Skinoa” Ltd. <\/b><\/p>\n

In several documents, Lena-PC<\/strong> appears as the author in the metadata and Lena Z. Borislavova<\/strong>. In addition, wherever personal data is deleted, this is done by a user Lena-PC or lena.borislavova. This indicates that the files were changed on different computers used by Lena Borislavova. <\/span><\/p>\n

In the files of “Let’s Save Coral<\/a>“, “Skinoa<\/a>” Ltd., “Verita<\/a>” Ltd. and the CISK Foundation<\/a> , there are documents scanned with the Konica Minolta C220 multifunctional device, which, according to a publication by Bivol, is used in the law firm “Djingov, Guginski, Kyuchukov & Velichkov”, where Lena Borislavova, Nikola Minchev, Krasimir Stefanov and Rusalena Angelova worked.<\/p>\n

The conclusion from these data is that the case of “Let’s Save Coral” is not unique in terms of technical implementation. The handwriting is the same everywhere and the characters are the same. <\/p>\n

How Venice Became Cyril<\/span><\/h2>\n

Lena Borislavova’s<\/strong> intervention in the transfer of companies is not limited to Kiril Petkov’s<\/strong> companies. She submitted in June 2021 to the Commercial Register documents for the transfer of a company to Venezia Ognyanova Netsova – Angova, who later became an MP<\/strong><\/a> from the PP “We Continue the Change”. <\/p>\n

Netsova is known as one of the ladies who received the nickname “Cyril’s Angels”, but she is certainly the only one who has also acquired his personal identification number. This seems to have happened when the documents were filled out by the archangel – Lena Borislavova. The curiosity is still visible in the account of the company “Eleborate<\/a>” Ltd. in our official Commercial Register. <\/p>\n
