One of the high-profile cases for <\/span>draining tens of millions from VAT<\/b>, known as “<\/span>The Untouchables<\/b>“, again came to <\/span>suspended sentences<\/b> at first instance. But not for all the accused. One of them – <\/span>Rumen Lazarov<\/span><\/a>, associated with the group of the murdered <\/span>Martin Bozhanov – <\/b>the Notary<\/b><\/a>, turned out to be more untouchable than the others. In ” <\/span>Atanasov’s list<\/b>” for the Notary’s group, it is alleged that he <\/span>paid 1 million euros<\/b> for its untouchability. It was in this case that the Special Surveillance Devices were read in courtroom, in which it was discussed how to pay <\/span>bribe<\/b> of the former (Prosecutor General) <\/span>Ivan Geshev<\/b>.<\/span><\/p>\n

For the second time<\/span>, “The Untouchables<\/b>” were convicted at first instance, again <\/span>with suspended sentences<\/b>. \u041f\u0440\u0435\u0437 \u043e\u043a\u0442\u043e\u043c\u0432\u0440\u0438 2018 \u0433. <\/span>Judge Plamen Panayotov of the Specialized Court found Bozhidar Lashkov, Hristo Petrov and Daniel Boyadzhiev, Kiril Dimitrov, Tsvetan Kolev and Pavel Alexandrov guilty. The group is accused of <\/span>draining of VAT.<\/b> Another of the detainees in this proceeding, who, however, was not charged – Vasil Lazarov narrowly escaped death after being <\/span>beaten and cut<\/span><\/a><\/span><\/p>\n

Five and a half years later, <\/span>four<\/b> of the original six convicts were again found <\/span>guilty of draining VAT<\/b>. But <\/span>None of them will be in prison<\/b> for their actions.<\/span><\/p>\n

Agreement<\/span><\/h2>\n

The case against<\/span> the “Untouchables<\/b>” became emblematic after in 2011 some of the members of the group agreed with the state prosecution, <\/span>admitting<\/b> <\/span>that they were an organized criminal group<\/b> (OCG). In view of this fact, the suspicion remains that the Prosecutor’s Office has approached this organized crime group leniently. <\/span><\/p>\n

Another indisputable fact is that the case for tax crimes against those who confessed to being organized crime groups never starts. The case, in which there are convictions at first instance today, is the result of the work that continued on the group after the agreement signed on August 3, 2011. <\/span><\/p>\n

The Relationship with the Notary Public<\/span><\/h2>\n

When the case started for the second time, the prosecution was supported by prosecutors Kiril Peychinov and Iveta Markovic. Peychinov is among the prosecutors who are being investigated in the case ” <\/span>The Eight Dwarfs<\/b>” for connections with <\/span>Pepi the Euro<\/b>.<\/span> During the pre-trial proceedings of 2009, Rumen Lazarov was also a member of the organized crime group<\/span><\/b>. He is associated with Vladko Lazarinov Dimitrov, who is the leader of those who confessed to being an organized crime group in 2011. The materials against Lazarov were separated in a separate proceeding. It was assigned to investigators Ilian Tanchev and Lyubomir Georgiev. Both are close to the leadership of the National Criminal Investigation Service and in particular to the acting Prosecutor General <\/span>Borislav Sarafov<\/b>.<\/span><\/a><\/p>\n

In 2013, the case against <\/span>Rumen Lazarov<\/b> was <\/span>dismissed<\/span><\/a>, again by prosecutors <\/span>Ivan Geshev<\/b> and Lyubka Krasteva. Lazarov is accused only of <\/span>money laundering<\/b>, as the predicate crime (embezzlement of money) has somehow not been investigated by the supervising prosecutors. Rumen Lazarov<\/b> is represented by the lawyers <\/span>Kalin Chankov and Velimir Atanasov<\/b> – considered close to the late <\/span>Martin Bozhanov – the Notary<\/b>.<\/span><\/p>\n

In a document known as “<\/span>Atanasov’s List<\/b>” for Bozhanov’s activities, it is alleged that <\/span>Rumen Lazarov<\/b> <\/span>paid 1 million euros to the Notary’s group<\/b>, but of course there is no evidence.
