The Prosecutor’s Office sees no problem in the fact that <\/span>Detelin Georgiev<\/a><\/b> – a supervising prosecutor in the case of attempted murder with Novichok against <\/span>Emilian Gebrev<\/b> – is <\/span> a fan of Putin<\/a><\/b> and Russia. This became clear from <\/span>publication<\/a><\/span> of investigative journalist Hristo Grozev, who shared part of a decree refusing to initiate pre-trial proceedings after <\/span> a signal<\/a><\/span> from former Minister of Defense Boyko Noev.<\/span><\/p>\n

BIRD also has the decree of Prosecutor Todor Denkov from the Sofia City Prosecutor’s Office (Sofia City Prosecutor’s Office) Specialized Department. It says that <\/span>there was no delay or inaction<\/b> by the supervising prosecutor, and <\/span>his public sympathy for Putin, Stalin and Russia was a matter of freedom of speech<\/b>. \u041f\u044a\u043b\u043d\u043e\u0442\u043e \u0441\u044a\u0434\u044a\u0440\u0436\u0430\u043d\u0438\u0435 \u043d\u0430 \u043f\u043e\u0441\u0442\u0430\u043d\u043e\u0432\u043b\u0435\u043d\u0438\u0435\u0442\u043e (\u0444\u0430\u043a\u0441\u0438\u043c\u0438\u043b\u0435) \u043f\u043e-\u0434\u043e\u043b\u0443, \u0432 \u043a\u0440\u0430\u044f \u043d\u0430 \u0442\u0435\u043a\u0441\u0442\u0430. <\/span><\/p>\n

But Detelin Georgiev is not the only prosecutor with sympathy for Moscow, nor is the Novichok case the only action of the GRU in our NATO country.<\/span><\/p>\n

In the period 2011-2023, in addition to poisoning attempts, there were <\/span>more than 10 explosions and attempts at sabotage<\/b> at <\/span>sites<\/a><\/span> on the territory of Bulgaria, a member of NATO and the EU defense industry. On none of these breaches in national security, the actions of the Prosecutor’s Office have led to a result. <\/span><\/p>\n

Corpulent “flocks”<\/span><\/h2>\n

The fact that teams of the Russian military intelligence GRU are walking around our country, <\/span>blowing up ammunition depots<\/a><\/span> and poisoning arms bosses, raises many questions about the state of our national security, the loyalty of our services, and, as can be seen, the state prosecution.<\/span> After a long <\/span>kick of the ball<\/a><\/span>, pressed by the revelations of foreign services and Bellingcat’s investigations, the prosecutor’s office eventually charged in absentia (<\/span>here<\/a><\/span> and <\/span>here<\/a><\/span><\/p>\n

) Russian agents of the GRU, whom she herself was unable to reveal. Follow <\/span>suspension of the investigation<\/a><\/span>, interest, including from foreign media, and <\/span>excuses<\/a><\/span> from the Prosecutor’s Office. Subsequently, the Sofia City Court (SCC) restarted the case, but there is no indictment against the GRU officers to this day. <\/span><\/p>\n

The question remains who were <\/span>their Bulgarian<\/b> “<\/span>yataks”<\/b>“. There is data on this topic, but there is no progress in the investigation.<\/span><\/p>\n

Following the logic of <\/span>cui bono<\/i><\/span> (who benefits from it), the spotlight should be focused on persons who have interests in the arms business as competitors of Gebrev.<\/span> However, there stands out the corpulent figure of <\/span>MP <\/span>Delyan Slavchev Peevski<\/b>, sanctioned for corruption<\/b> under<\/span> the Magnitsky Act<\/b><\/p>\n

. \u041a\u0430\u043a\u0442\u043e \u0440\u0430\u0437\u043a\u0440\u0438 \u0440\u0430\u0437\u0441\u043b\u0435\u0434\u0432\u0430\u043d\u0435 \u043d\u0430 \u0411\u0438\u0432\u043e\u043b\u044a, \u0431\u0430\u0437\u0438\u0440\u0430\u043d\u043e \u043d\u0430 \u041f\u0430\u043d\u0430\u043c\u0441\u043a\u0438\u0442\u0435 \u0434\u043e\u0441\u0438\u0435\u0442\u0430, \u0430\u0434\u0432\u043e\u043a\u0430\u0442\u044a\u0442 \u043d\u0430 \u041f\u0435\u0435\u0432\u0441\u043a\u0438 \u0438 \u043d\u0435\u0433\u043e\u0432 \u043d\u0430\u0441\u0442\u043e\u044f\u0449 <\/span>parliamentary aide<\/a><\/span> Sasho Angelov was the owner of the <\/span>offshore company Viafot<\/a><\/span>, which <\/span>was trying to take control<\/a><\/span> of one of the key assets of Corpbank, acquired by Gebrev – the Dunarit plant.<\/span><\/p>\n

The Prosecutor’s Office is also involved in this battle. Prosecutor <\/span>Nikolay Naydenov<\/b> from the Social Assistance Agency is the one who <\/span>pleaded<\/a><\/span> for the financial director of the<\/span> Dunarit<\/b> arms factory – Nikola Kirov – to remain in custody (a total of 8 months).<\/span> Naydenov is <\/span>part of Tsatsarov’s special forces<\/b><\/p>\n

and leading the strike brigade in Peevski’s attempts to acquire the plant. As a reward, he was promoted to the Supreme Prosecutor’s Office. A lesser-known fact is that he is also a “Russian graduate” and in 2018 he was trained at the prosecutor’s office in Russia. <\/span><\/p>\n

Another operationally interesting “<\/span>yatak<\/b>” is the arms dealer Dobrin Ivanov, close to GERB and Peevski<\/span><\/a>, owner of the Bulgarian franchise of Euronews TV.<\/span><\/b><\/p>\n

His company with the emblematic name “<\/span>DP”<\/a><\/span> joined the battle for “Dunarit” by coordinating its actions with Peevski’s offshore company “Viafot”. <\/span>An investigation<\/a><\/span> by Bivol, based on documents from the US Financial Intelligence Agency (FINCEN), found that the company Transmobil<\/span><\/a>, owned by Ivanov, received large sums from an offshore company related to money laundering in the Magnitsky scheme. <\/span><\/span><\/p>\n

Transmobil is also listed in a Bellingcat investigation alleging that it exported arms products to Syria, but the company’s name was changed to Gebrev’s Emko in the documentation. Why this was done is a key question. The arms exports to the US-funded Free Syrian Army come at a time when Russia supports the Assad regime. One possible explanation is that Gebrev was deliberately maligned and turned into a target of the Russians. <\/span><\/p>\n

But the prosecutor’s office is silent about all this. Neither the offshore transaction nor the replacement of documentation is being investigated. <\/span><\/p>\n

Briefing by Russian prosecutors with epaulettes<\/span><\/h2>\n

As <\/span>We have revealed<\/a><\/span> earlier, <\/span>prosecutor <\/span>Detelin Georgiev<\/a><\/b> -fan <\/span>of Russia, Putin and Stalin – investigates <\/span>poisoning attempts<\/b> on <\/span>arms manufacturer<\/b> Emilian Gebrev, his son and director of Emko in 2015. <\/span>In May 2018 <\/span>Prosecutor Georgiev is <\/span>on <\/span>Study visit<\/a><\/span> in Moscow together with <\/span>Ivan Geshev<\/b>.<\/span><\/p>\n

Another prosecutor, <\/span>Nikolay Naydenov, <\/b>who was trained in Russia, is actively involved in the battle for <\/span>the<\/b> Dunarit arms factory on the side of <\/span>Peevski<\/b> against Gebrev.<\/span><\/p>\n

BIRD was able to establish that at least <\/span>Five military prosecutors<\/b> Were <\/span>of training and “<\/span>Instructional<\/b>” <\/span>to Moscow<\/b>, in the period 2015-2019. <\/span>Veselin Stoev<\/b>, <\/span>colonel <\/span>Nivelin Nachev<\/b>colonel <\/span>Emil Angelov<\/b>prosecutor <\/span>Evgenia Shtarkelova<\/b> – became famous for “<\/span>Sprinkler<\/b>” in front of the parliament, <\/span>Rumen Boev – <\/b>former member of the SJC and former (before 2000) military investigator and military prosecutor. <\/span>After it was <\/span>Ordered<\/a><\/span>Prosecution <\/span>Reported<\/a><\/span> A total of 15 prosecutors trained in <\/span>cooperation programme<\/a><\/span> between the prosecutor’s offices of Bulgaria and Russia.<\/span><\/p>\n

Military Prosecutor Colonel Nivelin Nachev<\/figcaption><\/figure>\n

Military prosecutor <\/span>Colonel Nivelin Nachev<\/a><\/b> was in May 2019 at the Prosecutor General’s Office of Russia, <\/span>in Moscow<\/b>, <\/span>for<\/b> a “<\/span>briefing<\/b>” on <\/span>anti-corruption<\/a><\/span> issues. \u0422\u043e\u0433\u0430\u0432\u0430 \u0442\u043e\u0439 \u0435 \u0437\u0430\u043c.-\u0448\u0435\u0444 \u043d\u0430 \u0412\u043e\u0435\u043d\u043d\u043e-\u0430\u043f\u0435\u043b\u0430\u0442\u0438\u0432\u043d\u0430\u0442\u0430 \u043f\u0440\u043e\u043a\u0443\u0440\u0430\u0442\u0443\u0440\u0430 (\u0412\u043e\u0410\u041f), \u0441\u043b\u0435\u0434 \u0442\u043e\u0432\u0430 <\/span>For a short time I.F.<\/a><\/span> administrative head, now a prosecutor in the same prosecutor’s office.<\/span> In July 2020, Colonel Nachev was <\/span>approved<\/a><\/span> by the Prosecutor’s College of the Supreme Judicial Council (SJC) to participate in the procedure of the European External Action Service (<\/span>EEAS<\/a><\/span>) for the selection of seconded experts to the EU Advisory Mission for Civilian Security Sector Reform <\/span>in Ukraine<\/b> (EUAM Ukraine).<\/span><\/p>\n

In December 2023, Nachev was <\/span>seconded<\/a><\/span> by Acting Prosecutor General Borislav Sarafov for 6 months to <\/span>the Supreme Cassation Prosecutor’s Office (SCP) now (VP).<\/span><\/p>\n

As a major and prosecutor from <\/span>the Military Appellate<\/span> Prosecutor’s Office, <\/span>Nivelin Nachev<\/b> led <\/span>the probe<\/a><\/span> into the leakage of state secrets from the State Agency for National Security in <\/span> the “<\/span>Gallery<\/b>” case<\/b> in 2008.<\/span><\/p>\n

The delegation to Moscow in May 2019 was led by another military prosecutor – <\/span>Brigadier General Veselin Stoev<\/a><\/b> – former head of the Military Appellate Prosecutor’s Office (03\/2015 – 03\/2020), current prosecutor at the Appellate Prosecutor’s Office – Sofia. This is his second “briefing” in Moscow, the first (details below) was in 2015. Stoev was awarded the senior officer rank in May 2018 by the President – General <\/span>Rumen Radev<\/b>.<\/span><\/p>\n

Together with military prosecutors General Stoev and Colonel Nachev, in May 2019, <\/span><\/a> prosecutor <\/span>Ivaylo Medarov<\/a><\/b>, then deputy. Head of the District Prosecutor’s Office – Sofia, months later <\/span>promoted<\/a><\/span> to the Supreme Administrative Prosecutor’s Office (SAPO).<\/span><\/span><\/p>\n

One of the investigations monitored by District Prosecutor Ivaylo Medarov is the serious <\/span>accident with 6 victims and more than 20 injured<\/a><\/b>, in which a bus of the company Union<\/span> Ivkoni<\/b>, associated with a former GERB MP, overturned in the ditch of the Trakia highway after being hit by a car in 2018. <\/span><\/a> after <\/span>a previous accident<\/a><\/span><\/span> again with an overturned bus on “Ivkoni” on the “Trakia” highway. In this case, only the driver of the car that caused the accident was convicted. <\/span><\/p>\n

At training in Russia in October 2018, is the former deputy head of the Special Prosecutor’s Office and <\/span>current <\/span>military prosecutor<\/a><\/b> Evgenia Shtarkelova<\/b>, <\/span>who became famous for the “<\/span>sprinklers<\/b>” in front of the parliament. Earlier, in May 2018 in Moscow, she also attended a <\/span>a working visit<\/a><\/span> to the Prosecutor General’s Office of Russia together with the then Deputy Prosecutor General <\/span>Ivan Geshev<\/b> and <\/span>Prosecutor <\/span>Detelin Georgiev<\/a><\/b>, investigating <\/span>the <\/b>Novichok<\/b> attack.<\/span><\/span><\/p>\n

Tsatsarov’s first envoys in Moscow<\/span><\/h2>\n

From <\/span> a message<\/a><\/span> from the Prosecutor General’s Office of Russia from April 2015, which BIRD was able to find, it becomes clear that <\/span>five Bulgarian prosecutors<\/b>, led by Deputy Prosecutor General <\/span>Penka Bogdanova<\/b>, were sent by <\/span>Sotir Tsatsarov<\/b> for a “<\/span>briefing<\/b>” <\/span>in Moscow<\/b>. \u0422\u0435\u043c\u0430\u0442\u0430 \u0435 \u201c\u041c\u044f\u0441\u0442\u043e\u0442\u043e, \u0440\u043e\u043b\u044f\u0442\u0430 \u0438 \u043a\u043e\u043c\u043f\u0435\u0442\u0435\u043d\u0442\u043d\u043e\u0441\u0442\u0442\u0430 \u043d\u0430 \u043f\u0440\u043e\u043a\u0443\u0440\u0430\u0442\u0443\u0440\u0438\u0442\u0435 \u043d\u0430 \u0420\u0443\u0441\u043a\u0430\u0442\u0430 \u0424\u0435\u0434\u0435\u0440\u0430\u0446\u0438\u044f \u0438 \u0420\u0435\u043f\u0443\u0431\u043b\u0438\u043a\u0430 \u0411\u044a\u043b\u0433\u0430\u0440\u0438\u044f. \u041f\u0440\u0430\u0432\u043e\u043c\u043e\u0449\u0438\u044f \u043d\u0430 \u043f\u0440\u043e\u043a\u0443\u0440\u043e\u0440\u0438\u0442\u0435 \u0432 \u0420\u0443\u0441\u0438\u044f \u0438 \u0411\u044a\u043b\u0433\u0430\u0440\u0438\u044f\u201d. <\/span><\/p>\n

First (and last?) class of Bulgarian prosecutors at the University of the Prosecutor’s Office of Russia in Moscow<\/span><\/h2>\n

As we have already revealed <\/span>in our previous <\/span>publication<\/a><\/span>, 6 (six) Bulgarian prosecutors are among the ‘<\/span>first class<\/a><\/b>‘ retrained at<\/span> the “University of the Prosecutor’s Office of the Russian Federation”<\/b> to Moscow. We remind you of the photo from October 16, 2018. <\/span><\/p>\n

With this, the BIRD survey reveals the names of all 15 Bulgarian prosecutors who were trained in Russia for the period 2015-2019. Even after the Prosecutor’s Office has <\/span>convicted<\/a><\/span> under the Access to Public Information Act (APIA)<\/span> <\/span> by announcing<\/a><\/span> (see the table in the announcement) only the total number – 15 prosecutors and distribution by year: 5 in 2015, 7 in 2018 and 3 by mid-2019.<\/span><\/p>\n

Euro-Atlanticists, but is it?<\/span><\/h2>\n

In May this year, the Prosecutor’s Office boasted with a <\/span>message<\/a><\/span> that Acting Prosecutor General <\/span>Borislav Sarafov<\/b> was awarded an honorary diploma of the Federal Bureau of Investigation (FBI) of the United States. The diploma was never shown! , whereby the Bulgarian Prosecutor’s Office half-heartedly agreed to meet with an investigative team from the Czech Republic working on explosions in the handwriting of the GRU. Colleagues from Prague are warned that there is no money to welcome them in Bulgaria and if they can bring an interpreter. <\/span><\/p>\n
