, which terminated the criminal proceedings against Portnih. The decree was prepared and signed by Prok. Galina Mincheva<\/strong>, who is also Deputy District Prosecutor of Varna. It’s quite short, four pages of facts, and only two pages of motives \u2013 and it uses a lot of <\/span>serious crutch<\/b> no less scandalous<\/span> decision<\/span><\/a> of the Supreme Administrative Court of 2022, which opened the way for Pig Gergov to fully master the Plovdiv Fair. For this shameful decision of the Court of Miracles we are <\/span> Written<\/span><\/a> Separately. It is only necessary to add that there is no other similar solution in the Bulgarian legal world. In sync with him, proc. Mincheva claims that the decision of the Municipality of Varna to return the shares to the state, which Ivan Portnih refuses to implement, was not an administrative act of the government. What is it then? But since he is not an adm. act, then comrade Portnih was not obliged to execute it either. Next, however, we understand something new and unexpected. Several different directorates in the Municipality of Varna nevertheless launched a draft contract with the Ministry of Economy in 2018 after the decision of the municipal councilors to return the shares to the state. As we know, there is no final contract \u2013 according to Proc. Mincheva, the reason for this ” <\/span>cannot be clarified in the course of the present proceedings<\/span><\/i>“. However, this is <\/span>Pretty weird<\/b>, since it should be quite easy to clarify such a reason. There is nothing to indicate that Mincheva has made any efforts in this direction. That is, a declarative “cannot be clarified” does not give an answer to the question whether anything has been done about the matter at all. Was the then Minister of Economy questioned, for example? <\/span>Karanikolov<\/b> (known for the shipment of dates from the UAE), which is a proven shot of Delyan Peevski? Obviously, he was not interrogated! But in order to further “shoe” the criminal irresponsibility of the mayor of Gerber Portnih, the prosecutor profoundly adds that in fact the reasons for not concluding the contract ” <\/span>remain legally irrelevant<\/span><\/i>“. Because the mayor, you see, was not obliged to conclude such a contract. If he is not obliged, why did different directorates work in the direction of a draft contract during 2018? And most importantly \u2013 #\u041a\u041e\u0419 and how did he stop its formation into a final contract? These questions are obviously the most convenient for the prosecution to remain unanswered. It is very convenient for Portnih, of course, as well as for his patron-father Boyko<\/strong> <\/span>Borisov<\/b>.<\/span><\/p>\n

But let’s go back to the decision of the Supreme Administrative Court above, which apparently to a large extent “mined” or directly “channeled” the prosecutor’s conclusions. After all, the Prosecutor’s Office is not necessarily bound by the decisions of the Supreme Administrative Court \u2013 and it has demonstrated this many times over time. For example, an audit act has been finally revoked by the Supreme Administrative Court, but despite this, the prosecutor’s office continues to chase the “orders” for tax crimes, that it even submits an indictment to him, that it even defends him in three instances. Such was the case, for example, of the journalist Ognyan Stefanov, who was named by <\/span>Peevski and Borisov<\/b> as an “enemy”.<\/span> The chairman of the panel in the Supreme Administrative Court, Judge Mario Dimitrov<\/strong>, subsequently<\/span> erected an<\/span><\/a> entire<\/span> hotel<\/span><\/a><\/p>\n

in Halkidiki, pointing out an absurd price in their declarations. No one was intrigued by this. Not a single state body \u2013 the National Revenue Agency, the KONPI, the ISJC \u2013 found it necessary to investigate the connection between Mario’s pronouncement in favor of Gergov and his sharp fortune as a construction contractor.<\/strong> And we even took the trouble to take pictures of the modest estate. By analogy, it would be right now to pay a little due attention to Prosecutor Mincheva in order to see if she also shines with property modesty. The property and <\/span> The declaration<\/span><\/a> really does not shine with anything interesting, unless we take into account an amount of BGN 50 thousand, reported as “buyback of investment shares.”<\/span><\/p>\n

For the sake of completeness, however, we should point out something else. According to Portnih himself, the former appellate prosecutor of Varna (now dismissed as such) demanded a bribe from him in order not to press charges against him in the case of the Plovdiv Fair. The Prosecutor’s Office launched an investigation into this scandal a year ago, but since then nothing more has been heard. So we do not know whether \u2013 and to whom \u2013 Portnih gave a bribe, but we can observe the objective facts. And they are as follows \u2013 Portnih never became a defendant in the case with the Fair. And to top it all off \u2013 the case has already been terminated, with no one to <\/span>Appeal<\/span><\/a> before a court. According to our information, the Appellate Prosecutor’s Office in Varna has also confirmed the termination, without much attention. The decree was signed personally by the acting boss Stanislav Andonov<\/strong>. To date, a complaint has already been filed with the Supreme Prosecutor’s Office, the ruling of which will be final. We leave the conclusions from everything said so far to you. But the results are visible \u2013 the Prosecutor’s Office continues to work with 200 for GERB. Work, work, work!! <\/span><\/p>\n
