{"id":49284,"date":"2023-11-09T17:11:31","date_gmt":"2023-11-09T16:11:31","guid":{"rendered":"https:\/\/bird.bg\/?p=49284"},"modified":"2025-03-01T20:51:21","modified_gmt":"2025-03-01T19:51:21","slug":"debtors-17-billion","status":"publish","type":"post","link":"https:\/\/bird.bg\/en\/debtors-17-billion\/","title":{"rendered":"Drastic jump from BGN 10 to BGN 17 billion of uncollected debts to the NRA"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">By nearly <\/span><b>BGN 7 billion<\/b><span style=\"font-weight: 400;\"> to <\/span><b>a total of over BGN 17 billion<\/b>, the <b>uncollected public debts by the NRA<\/b> have <span style=\"font-weight: 400;\"> increased in one year<\/span>.<span style=\"font-weight: 400;\">  The drastic increase was found by BIRD after our team was able to extract and process the data as of November 2023 for all territorial directorates of the National Revenue Agency (NRA). Previously, we searched, but did not receive from the NRA, the information in the form of monthly lists of debtors in a machine-readable format. In August 2022, after a change of leadership from <strong>the caretaker government<\/strong> appointed by President <strong>Rumen Radev<\/strong>, the NRA stopped publishing the monthly lists of companies with debts to the treasury. In November 2022, the NRA allegedly reported with an &#8220;updated&#8221; list of debtors as of 30.09.2022, but ours    <\/span><a href=\"https:\/\/www.facebook.com\/birdreporting\/posts\/10161038426946189\"><span style=\"font-weight: 400;\">check<\/span><\/a><span style=\"font-weight: 400;\">  found that no new debtors were added to the lists in July, August and September 2022. Other updates to the lists never appeared until the end of 2022, for which also   <\/span><a href=\"https:\/\/www.facebook.com\/birdreporting\/posts\/10161232756401189\"><span style=\"font-weight: 400;\">We informed<\/span><\/a><span style=\"font-weight: 400;\">. <\/span> <span style=\"font-weight: 400;\">After the introduction of the <\/span><a href=\"https:\/\/portal.nra.bg\/embed\/enf-app-list\/main.html\"><span style=\"font-weight: 400;\">new system<\/span><\/a> <\/p>\n<p><span style=\"font-weight: 400;\">  of the NRA can now only be checked by the UIC of a company whether it has current liabilities. However, the new reports   <\/span><a href=\"https:\/\/www.facebook.com\/birdreporting\/posts\/727211522753490\"><span style=\"font-weight: 400;\">do not show<\/span><\/a><span style=\"font-weight: 400;\">  information about how total all uncollected debts to the treasury are, even at the time of the inspection.
