Five months after\u00a0the first\u00a0revelations<\/a> of the\u00a0global investigation, known as the\u00a0Pandora Papers<\/a><\/strong>, a total of\u00a034 companies<\/strong><\/a>\u00a0with foreign participation Bulgaria,\u00a0have not yet declared the\u00a0<\/strong>actual owners, as required by the Anti-Money Laundering Measures Act (AMLMA).\u00a0They include a financial fraudster company, several companies of nominal owners linked to\u00a0former Prime Minister Boyko Borisov<\/strong>‘s lawyer Menko Menkov and companies linked to energy mogul and consultant\u00a0Hristo Kovachki.<\/strong><\/p>\n

The Seychelles offshore service provider\u00a0Alpha Consulting Limited,<\/strong> whose more than 823,000 expired documents cover the period 1996-2020, has\u00a0the most Bulgarian clients who have\u00a0<\/strong>not declared the actual owners of companies in Bulgaria.\u00a0A curious detail about\u00a0Alpha is that 75% of its customers are Russians,<\/strong> according to its annual report for 2019.<\/p>\n

Financial Scammer<\/strong><\/p>\n

Israeli citizen\u00a0Ilan Tsorya<\/strong><\/a>\u00a0is the owner of\u00a0Global Media Partners<\/a>, registered by Alpha Consulting.\u00a0The offshore company owns the Bulgarian\u00a0Global Media Partners\u00a0<\/strong>with Unified Identification Code (UIC)\u00a0203827249<\/a>, but the actual owner has not been declared.\u00a0Ilan Tsorya is a partner of “The Wolf of Sofia<\/strong>“<\/a> Gal Barak, who was\u00a0investigated<\/a>\u00a0by the German public television\u00a0ARD<\/a>, which is a Pandora Papers\u2019 partner. In Bulgaria, Barak turned out to be the mastermind behind a group of financial fraudsters who stole hundreds of millions of euros from naive customers.<\/p>\n

Wenzer Corporation<\/a>, registered by Alpha Consulting, is the owner of six companies in Bulgaria:\u00a0G&G Capital\u00a0<\/strong>with UIC\u00a0175387964<\/a>,\u00a0Ecosystem Project\u00a0<\/strong>with UIC\u00a0131040271<\/a>,\u00a0Mercury\u00a0<\/strong>with UIC\u00a0110017166<\/a>,\u00a0MDC<\/a>\u00a0with\u00a0UIC\u00a0200220805<\/strong>,\u00a0Atom\u00a0Pro Consult<\/strong>\u00a0with UIC 175115476<\/a>, and\u00a0Jay Partners\u00a0<\/strong>with UIC\u00a0201195384<\/a>.<\/p>\n

Dintwell Ltd<\/a>, registered in the Seychelles by Alpha Consulting, was the sole owner of\u00a0Alexa Trading\u00a0<\/strong>with UIC\u00a0204077850<\/a>, and the nominal owner was the same Gina Sandra Esparon from Mahe, Seychelles.\u00a0A few days ago, on February 24, 2022, the ownership was changed and the sole owner became a natural person, who until 2020 was a manager.<\/p>\n

Transcommerce<\/a>, registered by Alpha Consulting, is (or was) owner in eight companies, and no actual owner has been declared for six of them:\u00a0Aldo Obzor\u00a0<\/strong>with UIC\u00a0202567745<\/a>,\u00a0Elena Asset\u00a0<\/strong>with UIC\u00a0202025584<\/a>,\u00a0DB Asset\u00a0<\/strong>with UIC\u00a0201076241<\/a>,\u00a0Transcommerce Bulgaria\u00a0<\/strong>with UIC\u00a0204727077<\/a>\u00a0(until November 11, 2020, when another foreign company became the owner),\u00a0Aldo Holding\u00a0<\/strong>with UIC\u00a0204669357<\/a>\u00a0(until October 22, 2020, when another foreign company became the owner),\u00a0Malone Retail\u00a0<\/strong>with UIC\u00a0175242520<\/a> (until December 3, 2019, when the owner became first its manager and later a legal entity).<\/p>\n

Two companies were owned by Transcommerce: Aldo Holding with UIC\u00a0201910949<\/a>\u00a0and Aldo Capital with UIC\u00a0203338354<\/a>, but were deleted before the deadline for the declaration requirements.<\/p>\n

Two offshore companies with three offending companies each<\/strong><\/p>\n

Leewave Investment<\/a>, registered in the Seychelles by Alpha Consulting, is (or was) the owner of five companies, and no actual owner has been declared for three of them:\u00a0Anaxagoras Invest\u00a0<\/strong>with UIC\u00a0203576213<\/a>,\u00a0Adeon\u00a0<\/strong>with UIC\u00a0201933353<\/a>\u00a0and\u00a0Arto Consult\u00a0<\/strong>with UIC 130129190 (until September 29, 2020, when the owner became its manager).\u00a0Anaxagoras Capital with UIC\u00a0203440947<\/a>\u00a0was owned by the offshore company, but was deleted before the deadline for the declaration requirements.\u00a0A curious detail about Leewave Investment is that there has been a legal attempt to register an actual owner in two of the companies, but the Registry Agency has refused.<\/p>\n
