Anticorruption commission is investigating Varna mayor for the electric buses in Varna. The contract was won by an Israeli company

The consortium “Eco Transport Varna” was selected with a fixed order for the delivery of 60 electric buses to Varna. In a statement of KPKONPI today it is said that there is evidence of corruption of the tender, and the file has been sent to the prosecutor’s office. According to a BRRD source, the suspicions fall specifically on the mayor of Varna, Ivan Portnih. A check by the BSRD showed that the companies behind this consortium are Israel’s China Motors Ltd. and the Bulgarian “Eco Brand”, behind which stands a candidate MP of IMRO.

The purchase of buses and charging stations is with European money under OPE for the project Ecologically clean transport for Varna. The price is 85 378 649.00 BGN, 85.00% being financed by the EU. The public procurement register does not open the contract under its unique number 01389-2020-0004, but a trace of it remains.

The contractor Consortium “Eco Transport Varna” is missing in the register of Bulstat, but information about it is found in a file of the Commission for Protection of Competition. According to her, he is registered in G. Sofia, Vitosha district, ul. 60 Rhodope Spring, ap. Office 1B. The agreement for the establishment of the consortium was signed on 14.08.2020 between Eco Brand EOOD, with UIC 204186604 and China Motors Ltd. with reg. № 514292697. On the file the Consortium is represented by Atty. Panteley Semerdzhiev. (ACT-1025-28.10.2021 of the CPC page 18)

The only company named China Motors Ltd. with reg. No 514292697 is CHINA MOTORS LTD registered in Israel. The BRRD sent questions to the company through its website but by the end of the article no response had been received. Themanufacturer of the buses is the Chinese company Zhongtong Bus Holding Co.
