The former Prime Minister Boyko Borissov has not submitted a final declaration of assets and interests at the date of his dismissal (12.05.2021), but only an annual declaration for the previous calendar year (01.01 – 31.12.2020). This shows the information in
the registry
of the Commission for Combating Corruption and Confiscation of Illegally Acquired Property (KPKONPI), headed by Sotir Tsatsarov. But if Borissov has filed a final declaration, it means that Tsatsarov is hiding it, just as
hides the inconsistencies in the declarations of power for 2019
, which the BRRD informed in late July this year.
The law is clear, according to Art. 38 (1) (3) of the
OF THE CPCIP ACT
, a final declaration of assets and interests shall be submitted within one month of vacating office. This is what all deputy prime ministers from Borissov’s last government have done and besides an annual declaration, they have submitted a final one:

It is also unclear whether the former MP
Delyan Peevski
has filed annual and final declarations, as the committee is delaying the publication of the declarations of all MPs from the 44th, 45th and 46th National Assemblies.
The Apocryphal
announcement of KPCOPI
for this delay is not in the announcements section of the committee’s website, but hidden in the register in the ‘Members of the House’ section. The announcement has no date and does not mention on whose orders it is and means a violation of the legal deadlines within which the commission is obliged to publish the declarations. Tsatsarov’s excuse for a large number of declarations of MPs sounds frivolous, as 240 MPs represent about 2% of the 11 461 persons who filed declarations in 2020, according to the report of the CPCIP for 2020. And a year earlier, the commission managed to process additional declarations of more than 6,300 individuals because of the 2019 local elections, again according to the CPCIP report for 2019. In the current situation, even if for 3 parliaments, two declarations per MP (opening and final) do not make a fifth of the declarations from the 2019 local elections.
The suspicion remains that the delay is deliberate and the declarations of former and current MPs are being concealed, such as the declarations of the GERB MP Assoc. Lachezar Ivanovfrom which it could be understood whether and when he declared the sale of shares for $1.6 millionfor which the prosecution is investigating him for money laundering.
The available declarations for 2021 from the KPKONPI website have been entered into the BRRD system and can be searched using keyword 2021, name or institution.
Borissov not for the first time does not declare!
The final declarations of assets and interests of Boyko Borissov are missing in the register both when he vacated office after the first Borissov cabinet in 2013 and after the second Borissov cabinet in 2017. There is also no inaugural declaration when he becomes PM for the third time in 2017.
One of the possible reasons for Boyko Borissov not to declare or to conceal his opening and final declarations over the years is one “sprouted” in his property in Bankya undeclared house of 138 sq.m.
According to the satellite images in Google Earth and data from the Cadastre, between 2008 and 2010 in a property owned by Boyko Metodiev Borisov in Bankya, a house with a floor area of 138 sq.m. was built, which is also owned by Boyko Metodiev Borisov. And nothing has sprouted in his declarations to the Court of Auditors as mayor and prime minister. Boyko Borisov owns three adjacent plots in Bankya with a total area of 1422 sq.m., and three houses with a total floor area of 745 sq.m. are built on them. His family house has 4 floors with 492 sqm. Floor area + adjacent building 38 sq.m. He subsequently acquired the two neighbouring plots from relatives and built two single-family residential houses on them. The construction itself probably took place after 2007, when his cousin Radoslav sold him a plot of 462 sq.m. for 3496,9 BGN. In the cadastre the buildings of 138 sq.m. and 77 sq.m. were registered by the same order RD-18-13 of 17.01.2012.
