Drastic jump from BGN 10 to BGN 17 billion of uncollected debts to the NRA

By nearly BGN 7 billion to a total of over BGN 17 billion, the uncollected public debts by the NRA have increased in one year. The drastic increase was found by BIRD after our team was able to extract and process the data as of November 2023 for all territorial directorates of the National Revenue Agency (NRA). Previously, we searched, but did not receive from the NRA, the information in the form of monthly lists of debtors in a machine-readable format. As it became clear from the response under the APIA, the revenue agency does not keep such an archive.

For years, the NRA has been publishing simple and easy-to-access and machine-processed monthly lists of debtors. The BIRD team archived them and integrated this information into their public expenditure scanner.

The information served to uncover a number of scandalous cases, with the greatest political excitement caused by the fact that a company of the newly appointed head of the National Revenue Agency Rumen Spetsov was indebted with more than BGN 1 million and was transferred to a “tax mule”.

The timeline we have already informed about, is as follows: Until June 2022, the NRA publishes monthly separate lists of debtor companies – List No. 1 – which do not have property and List No. 2 – with property and collateral imposed. In August 2022, after a change of leadership from the caretaker government appointed by President Rumen Radev, the NRA stopped publishing the monthly lists of companies with debts to the treasury. In November 2022, the NRA allegedly reported with an “updated” list of debtors as of 30.09.2022, but ours check found that no new debtors were added to the lists in July, August and September 2022. Other updates to the lists never appeared until the end of 2022, for which also We informed. After the introduction of the new system

of the NRA can now only be checked by the UIC of a company whether it has current liabilities. However, the new reports do not show information about how total all uncollected debts to the treasury are, even at the time of the inspection. And as it became clear from the response under the APIA, the revenue agency does not keep an archive of lists for past periods.

Information about the total uncollected liabilities to the NRA, the total number of debtors, the search in the data, as well as the history of previous liabilities, is now possible only after extracting the data for each territorial directorate of the NRA and subsequent processing, which requires specialized skills. However, this is a significant restriction of access to information by a wide range of people, journalists, analysts, citizens and the media.

BIRD will continue to regularly retrieve, process, archive and integrate data in its public expenditure scanner and in the specially created search engine for “Companies with debts to the NRA“.
