An FOIA request to the Ministry of Foreign Affairs for information on whether Stanislav Nedkov – Stuckey has a service passport was rejected on the grounds that in order to disclose this, permission must be sought from Nedkov himself. But to the same inquiry, the press centre of the Ministry of Foreign Affairs confirmed the information reported by our website.
“The person you mentioned has a valid service passport, issued by the Ministry of Foreign Affairs in November 2018 at his request as President of the Bulgarian MMA Federation on the basis of Article 5, paragraph 1, item 12 of the Regulation on the conditions and procedure for the issuance of diplomatic and service passports by the Ministry of Foreign Affairs.”
It also makes clear the reason for the service passport. Stuckey represented the “Bulgarian MMA Federation”, which is a licensed sports federation listed in the Register of Licensed Sports Federations and Sports Clubs of the Ministry of Youth and Sports.
“Two previous service passports were issued to the same citizen, which expired and were destroyed on this basis,” the Foreign Ministry said.
The explanation that the same information is not given under the FOIA obviously lies in the political bias of officials in the Foreign Ministry who guard the secrets related to the previous GERB government. The case is indicative of the difficult transition to the new power, which has been sabotaged by the middle management level in most departments.
Perhaps also relevant is the fact that the MMA federation’s lawyer is Adv. Shekerlet. His wife Elena Shekerletova is ambassador to Germany. Valeri Shekerletov was a partner with the notorious Ginka Varbakova, who tried to buy CEZ.
