The Pandora: Galevi’s property is offshore, the offshore is Galevi’s

Pandora’s Files Document Reveals How the Late Angel of Christ and Plamen Galev, Known as the Galevi Brothers, have used offshore companies to conceal the ownership of their estate in the village of Resilovo. Last week, Angel Hristov, who was wanted with an Interpol red notice, died of a heart attack. This caused a scandal because the explanations of the authorities did not make it clear how they allowed him to enter the country, if he left it at all. Plamen Galev is still missing.

The document in Greek contains information from the nominal owner of the Cypriot offshore PAG NORTH ADAMS LIMITED. The document has no props, but it is authentic and is in the archives of the company Dadlaw, which registered the offshore company, which leaked into
the Pandora-Files
. It seems that this information /see STATEMENT – DAD / since 2015 has been collected by a law enforcement authority, as it is very detailed and structured.

Paragraph 10 reads the following:

“I have signed a protocol from the Board of Management of PAG NORTH ADAMS LIMITED dated 17/3/2004 on the sale of real estate together with furniture and equipment to MAXA LIMITED, a company registered in the British Virgin Islands. A power of attorney was also issued on 17.03.2004 for the sale of real estate to MAXA LIMITED in favor of PLAMEN BORISLAVOV GALEV and ANGEL HRISTOV HRISTOV, who can act together and separately, as well as HRISTINKA GEORGIEVA ANGELOVA acc. Terms of the power of attorney of 17.03.2004. “

Thus, it becomes clear that although formally the property in Resilovo is owned by the offshore
MAXA LIMITED
, the brothers could have ordered him at any time. Currently, the property is forbidden by KPKONPI, but is not confiscated in favor of the state.

At the same time, KPKONPI achieved more than modest results against the wealth of the Galevi Brothers. First of all, it is worth pointing out that the confiscation case in Kyustendil dragged on for nearly 10 years – initiated in 2012 and decided only in mid-2021. Moreover, for some time the Kyustendil District Court refused to upload Decision online – with the argument that classified (?!) materials were available in the case. This is strange, since such a restriction can only apply to criminal cases, but not to civil ones.

But let’s see what the court said on the merits. First of all, the court rejected KPKONPI’s claim to seize about 300,000 dollars that passed through Galevi’s accounts at Piraeus Bank. This, by the way, is in line with a recent interpretative decision, ruled by the SCC. The Commission also loses more than BGN 100,000 available on other Galevi deposits. However, the Commission takes away a property with an established right to build in the name of the offshore company MAXA LIMITED. The property has an area of over 10,000 sq.m. and is located in the village of Resilovo – this is actually the famous mansion, which has recently become popular again in the news.

Next, the court confiscates in favor of the state all buildings (detailed) in the said property. Moreover, the sale of the buildings and property by P.A.G. North Adams Limited to MAXA LIMITED was also invalid. So far, so good, as the paratrooper said. However, the Commission lost the claims against MPV Trading LIMITED, failing to confiscate a dozen Mercedes and Audi vehicles. By the way, Galevi were sentenced to pay a total of over BGN 100,000 in court fees and costs, which, however, there is no evidence that they have been collected. Last but not least, place.

In the last few days, many media outlets have been practicing how the luxury mansion was confiscated as early as 2021. In order for it to pass into the patrimony of the state, however, the case must pass through all instances. A check by BIRD quickly and easily established that the case is currently pending at the Sofia Court of Appeal (CAC), where it was announced for decision last December – i.e. half a year ago. It is unclear how much longer the SAS decision will have to be awaited. BIRD will track and inform as always. But the conclusion, in general, is as follows – KPKONPI managed to confiscate only about half of the 5 million levs claimed by Galevi. Only in the first (for now) instance.
