Second Suspended Order: Kapitan Andreevo State Laboratory Will Be Gone Soon

The saga with the return of state control of shipments of fruit and vegetables, passing through Kapitan Andreevo border checkpoint and entering Bulgaria and the EU is not expected to end soon. On 27.02.2023, the Commission for Protection of Competition (CPC) published a decision suspends the announced public procurement for the construction of a state laboratory for the purposes of official control by the Bulgarian Food Safety Agency (BFSA) at Kapitan Andreevo border checkpoint. This is the second suspended public procurement for the supply of technical equipment. The first order was declared illegal by the CPC and canceled in October 2022. And one of the appealing and the two public procurement companies is related to “
gold laboratory
” and the Taki-Maki Circle.

From May 20, 2022, the Central Laboratory for Chemical Testing and Control (CLHIK) at the BFSA performs laboratory analysis of the shipments of fruits and vegetables passing through Kapitan Andreevo border checkpoint. This happened during the government of Kiril Petkov, when by order of the director of the BFSA this function was taken away from the scandalous “golden laboratory

” of Kapitan Andreevo “Eurolab 2011”, associated with the no less scandalous Ami, Curo and Taki.

The contracting authority of the suspended public procurement No
05354-2023-0001
is the Central Laboratory for Chemical Testing and Control (CLHIK) – with the status of
a specialized structure
to the BFSA. First Canceled by the CPC

as unlawful public procurement No 05354-2022-0001 was announced by CLHIK in July 2022. The director of the laboratory since December 2011 is Elka Temelcheva-Dimitrova.

The CPC’s decision of 13.10.2022 to cancel the first public procurement for the construction of a state laboratory has not been appealed in court by the management of the BFSA and CLHIK during the caretaker government of Galab Donev, appointed by President Rumen Radev.. On 25.11.2022, a parliamentary question was addressed to the caretaker Minister of Agriculture Yavor Gechev on the occasion of the opening of the state laboratory of Kapitan Andreevo. Gechev Meets Two months late. This happened a day before the dissolution of the 48th National Assembly on 03.02.2023. The answer shows that on 23.01.2023 a new public procurement was announced – now suspended by the CPC.

“Taki-Maki” appeals the orders for Kapitan Andreevo’s state laboratory

One of the companies appealing both public procurements for the construction of a state laboratory is “Interpred Eurologistic

” Ltd. – related to the scandalous “golden laboratory

” of Kapitan Andreevo “Eurolab 2011” and the circle “Taki-Maki” of the no less infamous Ami, Curro and Taki. As already We reported Earlier, the company appealed to the CPC and the current public procurement. It was Interpred Eurologistic Ltd. from 2012 to the end of 2021 that held Kapitan Andreevo’s private laboratory Euro Lab.

From another
investigation
of ours it became known that the company “Eurolab 2011”, which owns the “golden laboratory“, has worked with an invalid accreditation certificate, but the BFSA has turned a blind eye to this fact.

” – “golden laboratory”, “golden pool” and “golden parking“, and more recently the “golden customs

” that lead to Christoforos Amanatidis – Taki and are part of organized crime’s schemes to contain the border. The political connections without which the scheme could not function, lead to PP GERB and PP “There is such a people”.
