“Medical supervision” agency does not say who arranged the liver transplantation for a high level official

The inclusion of the Secretary General of the Council of Ministers Veselin Dakov in the transplant list came after the insistence of a Government Hospital with grounds for urgency . The Executive Agency “Medical Supervision” does not answer who decided to pre-order him, despite the normative algorithm and claims that there is no information about the call from a high place to transplant the great. The patient predicted by Dakov has not yet been transplanted. This is clear from answers to questions under the APIA sent to the Ministry of Health, which were answered by EAMS.

Last week, Minister Katsarov announced that a man in the highest position in the state administration had planned for a liver transplant from a cadaveric donor. He was included in the list after the first three compatible receptionists were determined, having only 4 points. The first patient on the list had 54 points and was awaiting a transplant in the MMA. The warning happened after a phone call. So far, it is not known who called, who received the call and who manipulated the regulatory algorithm to settle the big liver “urgently” at the expense of those waiting.

According to information from the Bulgarian Border and Coast published before the press conference with the revelations of Dr. Katsarov, we are talking about the longtime Secretary General of the Council of Ministers Veselin Dakov. In fact, the revelation of Minister Katsarov came after we sent a question to him about this particular case. According to sources of our media, Prime Minister Boyko Borisov, Deputy Prime Minister Ekaterina Zaharieva and former Health Minister Kostadin Angelov were introduced to the transplant settlement. Borisov and Angelov denied calling to make the announcement happen.

“The selection of a specific recipient is carried out according to a normative algorithm for each specific grafting authority. After the application of the algorithm according to the data in the Official Register of EA Medical Supervision, three potential recipients have been identified, which are arranged in accordance with the received complex assessment for each of them. Subsequently, on the basis of a notification received from the University Hospital Lozenets EAD for updating the data in the official register, a fourth patient with emergency status was included in the order” – this is the answer to the question “Who took the decision to pre-order the senior state official”?

To the questions who and whom has called to make the pre-heating happen, as well as when exactly this call was received, EAMS answer that they have no information.

Lozenets Hospital issued a statement claiming that the urgency was expressed in a newly discovered oncological disease in the patient.

BRRD contacted the former head of EAMS Georgi Deyanov by phone. He denied receiving a call about Dakov’s transplant. According to him, the transplant team from Lozenets Hospital took the decision on who to give the organ.

“I’m an ENT specialist, you don’t expect me to decide who to transplant a liver to,” he said.

This thesis is quite controversial, since it is for this purpose that there is a normative algorithm to determine the waiting list and the most suitable recipient of the authority. Another patient and a team in the MMA have already been waiting for the same liver. There was no evidence of an incompatibility of the three selected before Dakov was involved “as a matter of urgency”. Therefore, there was a non-normative manipulation of the list, but EAMS did not say how it happened.

It turns out that the waiting list for liver has arranged itself so that the former Secretary General of the Council of Ministers Veselin Dakov receives the organ, despite his last place with only 14 points.

The transplant itself took place on April 21, after a donation situation occurred on April 20 in the Shumen region. On this day, no crashes or other incidents involving victims were registered in the district. It was probably a donor who died brain dead at a local hospital.

The patient who was predicted by Dakov is still waiting for a transplant. Since April 20, there has been only one liver transplant and the organ has not been compatible with the first on the list.
