Former head of energy Milko Kovachev with property in Biarritz

Milko Kovachev, the head of the State Agency for Energy and Energy Resources and Minister of Economy in the government of Simeon Saxe-Coburg-Gotha, owns a penthouse in France. This is shown by data from the French register of property owners and the register of business owners in France, which have recently been in free access as open data.

BRRD crossed the data to extract persons related to Bulgaria who own real estate through companies. Among them are already known from previous investigations public figures such as
Vasil Bozhkov
and
Krasimir Gergov
, but there are new hits. One of them is Milko Dimitrov Kovachev, born in 1957. Together with his wife Dolores, he is the owner of the company FLANEUR 40, which in turn owns plot A 961 on the cadastral map of Biodo (Biaudos), a settlement near the resort of Biarritz on the Atlantic Ocean.

The company Flaneur 40 was established in 2014 by Milko Kovachev and Dolores Puncheva with the aim of acquiring a three-storey apartment in a building on the territory of Biodo Castle, which also has a plot of 916 sq. m. for the exclusive use of the owners. The proxy is their daughter Sandra Puncheva, who lives in Paris, and the founding act was signed by both parents in Moscow. Kovachevi have contributed EUR 152,000 as capital to the company, but it is not clear whether this is the entire price of the transaction. Also, it is not clear from the available documents whether the apartment is part of the main building of the castle or is in one of the adjacent buildings on its territory.

Energy activist Milko Kovachev is also known for the fact that it was he who submitted the proposal for the restoration of the Belene NPP project, which consumed billions, was abandoned and subsequently resumed by the government of Boyko Borisov.
