One of the first memorable public appearances of the new caretaker minister Kiril Petkov was the announcement that electric cars will be produced in Bulgaria. On July 10, 2021, he announced to journalists that a memorandum had been signed with the German manufacturer Next.e.GO, and five days later the memorandum was also approved by the Council of Ministers. Next.e.Go planned to build a plant in Lovech on the site of Advance Properties of the brothers Georgi and Kiril Domuschiev. Three years later, there is no plant.
Only a month after Petkov’s advertising campaign, Kiril Domuschiev has become a neighbor of Daniel Lorer and Kiril Petkov’s father. The two are co-owners of a property in the Sofia village of Bistritsa. At that time, Lorer was an adviser to Minister Kiril Petkov, and his wife was a deputy minister of Assen Vassilev.
This raises the question of a conflict of interest, because one of the property partners of the minister’s father becomes his adviser, and another becomes a deputy minister.
Kiril Domuschiev acquires on 20.08.2021 a plot of 2299 sq.m. for BGN 440,652. In this way, he rounded off his large-scale possessions in the area of the border of Vitosha Nature Park, where he built a building the size of a palace. His immediate neighbors Daniel Lorer and Petko Petkov acquired their land many years ago for a much lower price as agricultural land, but managed to change their status.

First, in 2004, Lorer and Petkov bought a field of 3551 sq.m. for BGN 10,000, and the following year Lorer, his wife Violeta (then with her maiden name Kasaboneva) and another person acquired the neighboring field of 2000 sq.m. also for BGN 10,000. After redrawing the terrains and forming a private street with a sidewalk, two sections of 2540 sq.m. each were marked in the Cadastre, in which Daniel Lorer, his wife Violeta and Petko Petkov are co-owners. Petkov owns 1/2 of one of the plots, and Lorer and his wife own 1/4 each. Such is the distribution of ownership in the newly formed street. The second plot has a distribution of 1/3 for each of the co-owners.

The purchase of Daniel Lorer and Petko Petkov is extremely foresighted and lucrative. The status of their land has already been changed and by Decision of the Sofia Council of 13.07.2023, a Detailed Development Plan and a Development Plan for the two terrains have been approved. It is planned to build two houses on two floors. One with 273 sq.m. built-up area, and the other with 375 sq.m.

An interesting fact is that Lorer and Petkov have not divided the ownership of the land and are co-owners of the street, which probably means that they do not plan to build single-family buildings, but rather it is an investment. Currently, plots like theirs in the village of Bistritsa can be found on real estate sites at prices of up to 300 euros per sq.m., but with the successful implementation of a construction project, the profits will increase. In these real estate deals, of course, there is nothing wrong. However, the question of conflict of interest can be raised: whether when you are a minister it is right to appoint a property partner of your father as an adviser, and your colleague Minister Asen Vassilev to appoint his wife as deputy minister. Also strange is the synchronization between the enthusiastic “full support” of Kiril Petkov (with adviser Daniel Lorer) for an investment project with the participation of the oligarch Domuschiev and the subsequent property acquisition of Domuschiev in the immediate vicinity of these state officials. It is probably a pure coincidence, as is the sale of the building of Chataldzha to a person whose business depends on the state.
Being a neighbor of a powerful oligarch can bring certain benefits. He can, for example, invest in asphalting the street that separates you. From which the value of all properties will increase. So far, however, this has not been done. The investment in the plant has not been made either, and the promised jobs are not there today. Which once again proves that both for oligarchs and for state men and women, real estate is the safest investment.
