A company that drained the water of Pernik and “consulted” by Kovachki has 5.6 million debt to the NRA

A check of the Ministry of Environment and Water has established that TPP Bobov Dol and the company IVP Commercial supply unregulated settlements with drinking water, and that IVP Commercial does not have a permit for water abstraction from the Dyakovo Dam. This happened at the height of the water crisis in Pernik in 2019-20.

It also appears that the firm IVP Commercial Ltd. has accumulated 5.6 million Lv. Obligations to the NRA and is listed with the second largest new obligation on the list for November 2021. It is the nominal property of Cypriot citizen Anna Ioannou, living in Nicosia, through the London Spancore Ltd with 1 British pound of capital.

However, a connection of the company with the “consultant” Hristo Kovachki was found. This is visible not only through the mines and TPP Bobov Dol, for which the company builds a water pipeline and assumes obligations, but also through its manager Antonio Petkov

. Petkov is a former sole owner of the company and at the same time manager and minority partner in “D Konsei” Ltd., in which under the same scheme the beneficial owner through DHC Ruse is a British citizen through another British company Cataland Ltd with 1 British pound of capital, and also associated with Kovachki. The last British company is also the owner of Toplofikatsia Pleven. A creditor of Toplofikatsia Ruse is a company related to Atomenergoremont AD.

From the financial statements for 2020, submitted to the Commercial Register and accessible by electronic signature here, it can be seen that IVP Commercial functions as an auxiliary unit in coal mining for TPP Bobov Dol, accepting them from Trash Energy EOOD and Coal Energy Ltd., in which under the same scheme beneficial owners are again foreign citizens through two other British companies Albertola Ltd and Roltar Ltd, both with 1 British pound capital each. According to the British Trade Register, in November 2020 there was a change in the ownership of Roltar Ltd, which, however, is not reflected in Coal Energy’s Commercial Register account. Trash Energy is engaged in the import of garbage for combustion , according to an investigation by Bivol.

Other nominal owners of a Bulgarian energy business, associated with the “consultant” Hristo Kovachki, are also indebted to the NRA. Brickel AD had 45.1 million Lv. Obligations until July 2021, when in the summer the NRA announced that they are one of the companies that wanted to start repaying their debt. How much of it has been paid so far is not known. Mini open pit coal mining EAD is with 49.8 million Lv. Obligations. Cherno More Mine Burgas EAD has 29.7 million Lv. Obligations. Mina Balkan 2000 EAD is with 4.9 million Lv. Obligations. Maritsa Energy EOOD, a subsidiary of TPP Maritsa 3 AD, has 119 thousand BGN

obligations to the NRA.

IVP Commerce, along with TPP Pernik, TPP Bobov Dol, TPP Pleven, TPP Sliven and Chukurovo mine, is present in the schedule for water use

from the dams in January 2022, prepared by the Ministry of Environment and Water.

In 2020, after the water crisis in Pernik and the clogging of the many illegal deviations, IVP Commercial Ltd. was first with a permit for 1.32 million cubic meters from the Dyakovo dam and built a water pipeline for the mines in Bobov Dol, as the Struma newspaper informed at the time.. But before that, as understood by letter of the Ministry of Environment and Water

from 10.02.2020, an inspection has established that TPP Bobov Dol and IVP Commercial supply unregulated settlements with drinking water, and that IVP Commerce does not have a permit for water abstraction from the Dyakovo dam at the time of the inspection. It is also understood that the company has applied for a permit for water abstraction on 17.12.2019 and has been given a two-month period to submit missing documentation.

The water crisis in Pernik broke out at the end of 2019, when because of the upcoming elections, the then government ignored the warnings of specialists about the need to introduce a water regime for the city. The crisis sparked protests and demands for resignations. Even then, many violations and illegal deviations of the water for the Studena dam were revealed. The revelation that huge amounts of water were being diverted through an illegal dam to Radomir was made by Bivol. An on-site inspection also found another illegal diversion of water (video report of Bivol). It turned out that one of the illegal deviations then fed the village of Yarlovo with water without water meter and without contract.
