Among the deputies from GERB who tried to thwart the hearings in the Committee on Revisions, the loudest and most insistent was Manuil Manev. He has a controversial biography, to say the least. Manev is a former member of the Ministry of Interior. Media reports claim that he left the system under duress and began working in the Judicial Guard. Then, however, with refusal No 113/14.06.2005 of the Director of the National Security Service, pursuant to Art. 48 and Vol. 57 of the Classified Information Protection Act (CIPA), Manev was denied the issuance of a security clearance up to the “Secret” level. The refusal was confirmed by a decision of SCIS 4 of 18.10.2005. This decision was confirmed by the Supreme Administrative Court at two instances.
Thus, Manev proved unfit to work in the service “Protection of the judiciary” and was released due to objective inability to perform his duties. Although as an MP he boasts of the highest access to classified information, as an employee he is defined as unfit for access to state secrets.
In 2016, the Bulgarian National Radio reported that GERB MP Manoil Manev was being investigated for embezzlement of money for a sports competition. The GERB candidate became the subject of a prosecutor’s probe after a signal to the Prosecutor General by the President of the Bulgarian Wushu Federation Stefan Kolev. He claims that Manoil Manev has committed embezzlement of funds paid in the form of a fee for participation in the European Championship, held in Stara Zagora from 13 to 23 May last year. Participation fees of 75 euros per day, participants in the championship paid by hand in an improvised room to one of the sports halls. They were received personally by Manev’s wife – Snezhana Maneva. Access to it for members of the Managing Board of the Federation was restricted by Manev’s security. The signal was assigned to Konstantin Tachev – former District Prosecutor of Stara Zagora, who terminated the file and refused to initiate criminal proceedings against Manev.
