The 28 gigabytes of data from the Russian Central Bank, published by the Anonymous, contain information on Bulgarian assets in Russian banks and assets of Russian bankers in Bulgaria, an inspection by BIRD.BG showed. Most of it is publicly available data on exchange rates and data on foreign trade turnover of the Russian Federation.
Bulgarian property is found in four Russian banks:
Rosprombank, in which Dimitar Krastev Ilov, Mario Emilov Petrov and Blagovest Stefanov Staykov are shareholders through Cypriot companies. Ilov is the son of Bulgaria’s former ambassador to Libya and owner of the Armaco arms company. Mario Petrov cannot be unambiguously identified, as his date of birth is missing, while Blagovest Staykov is the owner of the Bulgarian company Bosteli with a capital of BGN 100. Most likely Petrov and Staykov are nominal owners, as their business history does not suggest them having money for bank investment.
IC Bank /Investment Cooperative Bank/ in Tatarstan, which is known to be under the control of Ivo Kamenov and Marin Mitev from the notorious Varna-based group TIM, through a complex corporate structure. The story of Kamenov and Mitev’s Tatarstan investment has been known for years and has been the subject of several journalistic investigations (see here , here and here ) in connection with pro-Putin politician Yuri Trutnev, whose son works at IC Bank. What is new is that among the persons in control of the bank are also Ventsislav Dimitrov Stefanov from the former SIC group, the daughter of General Lyuben Gotsev Rumyana Lyubenova Gotseva – Yordanova and the wife of Mladen “Majo” Mihalev Elena Blagoeva Mihaleva.
TCB BANK /Transcapital Bank/, in which 1.84% is held by Julieta Ivanova Toneva as owner of the Cypriot DOLMIANO INVESTMENTS LIMITED, which holds 100% of the capital of the Russian company Elkrip. Born in 1972, Toneva has no business history in Bulgaria and is probably a straw person with another owner behind her.
Rosbusinessbank, in which the National Revenue Agency holds 4.96%, as the legal successor of the bankrupt Elitbank.
In addition, the data published by the Anonymous reveals the property declarations of the governors and directors of the Central Bank of Russia, in which Bulgarian assets are declared. For example, in 2014, Chief Inspector Larisa Labudeva declared an apartment of 37.5 square meters. An inspection by BIRD showed that it is located in the Sunny Beach Black Sea resort, in the Rainbow 3 hotel development. In 2017, the director of the department of expertise and methodology Svetlana Repina declared that her husband owns six apartments in Bulgaria. Her husband’s name is not specified.
